Title I began with the passage of the Elementary and Secondary Education (ESEA) Act of 1965. It was later reauthorized as the No Child Left Behind (NCLB) Act of 2001, and the Every Student Succeeds (ESSA) Act of 2015. It It is the largest federal education program which provides financial assistance to state and local educational agencies to meet the needs of educationally deprived, at-risk children. The goal of Title I is to ensure that all children have the opportunity to obtain a high quality education and reach proficiency on challenging state academic standards as measured by SC Ready and SC PASS.

There are federal and state rules and regulations which must be followed as district and school Title I plans are written. The major requirements of Title I plans include eleven reform strategies.

The district and school must:

1. Provide opportunities for all students to reach the State’s Proficient and Advanced levels of student academic achievement.

2. Use effective research-based methods and instructional strategies.

3. Address the needs of low-achieving students and those who are at-risk of not meeting standards.

4. Ensure instruction is provided by highly qualified teachers.

5. Provide high-quality and ongoing professional development for all school staff.

6. Attract high-quality, highly effective teachers.

7. Increase parental involvement.

8. Assist preschool children in transitioning into elementary school .

9. Use academic assessment data to plan instruction.

10. Provide intervention for students experiencing academic difficulties.

11. Coordinate federal, state, and local services and programs for students and their families.
